On October 9, 2026, Saratoga Springs Community Development published its latest RAP Sheet, or Report on Active Projects. It runs to several pages of commercial projects. Most of the new restaurants are packed into a run of addresses between 227 and 377 E Crossroads Blvd, and they sit at very different points in the approval process.
The report gives no opening dates. It does give each project a status, and that one column is the most useful clue a resident has about what will open first.
Three Statuses, Three Distances From a Table
Each RAP Sheet entry carries one of a few labels. In order from earliest to furthest along, they are:
- Application Under Review. The city is still reviewing the plans. In October 2026 this group includes Oh No Bagels at 321 E Crossroads Blvd, In-N-Out Burger at 64 W Medical Drive and WinCo at 353 W Lake Drive.
- Application Approved. The plans have cleared review, but the listing does not yet show construction. Zu-Ku Sushi at 347 E Crossroads Blvd is in this group.
- Under Construction. Work is underway. Fazoli's, Smashburger, Holy Tacos and Amma's Indian Cuisine all carry this label, along with a handful of Redwood Road projects.
Several entries also add the letters "TI" after the business name. Oh No Bagels, West Coast Sour Dough, Chamoan Grill and the unnamed donut shop on Redwood Road are all listed that way.
None of these statuses comes with a date. A business that is under construction can still take months to open, and a business still in review can move quickly. The list shows where each project stood in line as of early October.
The Crossroads Block, Address by Address
Most of the restaurant activity sits at Steele Ridge Plaza and the lots next to it on E Crossroads Blvd. Here is how the October 9 report lists that stretch:
| Business | Address | Size | Status as of Oct. 9, 2026 |
|---|---|---|---|
| Degree Wellness | 227 E Crossroads Blvd | 2,488 sq ft | Under Construction |
| Sage Beauty & Wellness | 227 E Crossroads Blvd | 4,229 sq ft | Under Construction |
| Fazoli's | 239 E Crossroads Blvd | 3,240 sq ft | Under Construction |
| Smashburger | 239 E Crossroads Blvd | 3,058 sq ft | Under Construction |
| Amma's Indian Cuisine | 250 E Crossroads Blvd | 1,800 sq ft | Under Construction |
| Oh No Bagels | 321 E Crossroads Blvd | 1,616 sq ft | Application Under Review |
| Holy Tacos | 337 E Crossroads Blvd | 1,472 sq ft | Under Construction |
| Zu-Ku Sushi | 347 E Crossroads Blvd | 3,094 sq ft | Application Approved |
Amma's is the one restaurant on the table that the report places in Summer Village Commercial instead of Steele Ridge Plaza. The other restaurants all fall within Steele Ridge Plaza plats.
The table also leaves out building shells with no tenant named yet. The same report lists Steele Ridge Plaza 3 at 337 E Crossroads Blvd, 5,869 square feet, and Steele Ridge Plaza 6 at 377 E Crossroads Blvd, 4,520 square feet, both under construction. Those shells will add more storefronts to the block after the named businesses open.
A few blocks west, West Coast Sour Dough is listed as a 1,361-square-foot project at 153 W Crossroads Blvd, also under construction.
Put together, the block has a burger place, Italian fast casual, tacos, Indian food, bagels, sushi and sourdough within a few hundred address numbers of each other. For a weeknight dinner, that means one parking lot with real choices instead of a drive along Redwood Road.
The Same Stretch Already Has a Head Start
Crossroads Blvd is not starting from zero. Two food businesses on the block were already open earlier in 2026.
Quickgreens opened at 389 E Crossroads Blvd, Suite A, on Jan. 20, the BYU Daily Universe reported. The paper described it as a drive-thru and pickup restaurant serving salads, wraps and bowls. It was founded by Hagen Jensen and Dayton Elggren, whom the paper described as Utah natives. In the Daily Universe's account, Jensen said none of the brand's stores will ever offer dine-in, so customers can get their meals quickly and keep moving.
The Wurst Meat Shop lists itself as open at 297 E Crossroads Blvd and posts its hours online. A dated customer review shows it was operating by January 2026.
The plaza's layout dates to a December 2023 city staff report. It described Steele Ridge Plaza Lot 1A at 329 E Crossroads Blvd as a 3.39-acre site with two retail and restaurant buildings, with access from a private plaza road off Crossroads Blvd and Riverside Drive. That private internal road matters day to day. Once the block fills in, getting from one restaurant to the next will mostly happen inside the plaza instead of on Crossroads itself.
Redwood Road Carries the Bigger Names, Further Out
The higher-profile arrivals are on Redwood Road and the streets around it, and most of them are earlier in the process than the Crossroads restaurants.
Already under construction:
- Chamoan Grill, a 1,786-square-foot project at 1763 N Redwood Rd in Redwood Square
- An unnamed donut shop, 1,800 square feet at 1739 N Redwood Road, Unit A
- McDonald's at Jacobs Ranch, 4,243 square feet at 1825 S Redwood Road
Still under application review:
- In-N-Out Burger, 3,890 square feet at 64 W Medical Drive
- WinCo, 83,549 square feet at 353 W Lake Drive
- Zu-Ting Restaurant, 2,793 square feet at 1457 N Commerce Drive in Saratoga Town Center
In-N-Out has been in the news longest. In January 2026, ABC4 reported that the city had approved a site plan for what would be Saratoga Springs' first location. ABC4 placed it at 104 West and Redwood Road and said no opening date had been estimated. The city's October report lists the project at 64 W Medical Drive, still under review. The October listing is the newer city record.
WinCo's site plan was on the city's May 14, 2026 Planning Commission agenda, alongside a McDonald's site plan at Jacobs Ranch Marketplace. Citizen Portal's summary of that meeting reported that the commission recommended approval of WinCo's site plan and allowed a portion of the required landscaping to be deferred to later phases. As of the October 9 report, the WinCo application is still listed as under review. A recommendation in May still left the project short of construction in October.
The rest of Jacobs Ranch Marketplace is moving too. Two Phase 1 buildings at 1873 and 1853 S Redwood Rd have approved applications, and a third at 1805 S Redwood Rd is under review. None of those listings names a tenant yet.
The Roads Feeding the Build-Out
Every one of these projects depends on Redwood Road and the corridors around it, and that road network is changing on its own schedule.
On Pioneer Crossing, UDOT opened a new lane in each direction along 4.5 miles between Lehi and Saratoga Springs starting May 4, 2026. The agency said the remaining work would continue through late 2026, with Flex Lanes planned by year-end. Drivers on Pioneer Crossing in the weeks ahead are still driving through a project that is not finished.
The longer-term change is the 2100 North freeway connection, a 2.8-mile link between I-15 and Mountain View Corridor. Work started in March 2026. UDOT expects construction to continue through late 2028 and says the connection should ease pressure on Redwood Road. On UDOT's timeline, that relief arrives after most of the Crossroads and Redwood Road restaurants on today's list are likely open. For a while, the new places to eat will add trips to Redwood Road before the new freeway link takes some of them away.
Before Anything New Opens
The city's fall calendar runs right alongside the construction. Here are the next few dates for anyone reading this the week it publishes:
